Article I- Name and Objective
The name of this organization
shall
be The Incarnation Parish Home and School
Association. The objective is to promote fellowship and provide funds
for
special projects.
Article II- Purpose
A. The purpose of this organization is to
provide
a structure in which parents, teachers, and parishioners can exercise
their
role as partners in a closer relationship for the Catholic education
and
formation of the children of Incarnation school.
B. To assist the Pastor, Principal, Teachers and
School
Board.
C. To promote the welfare of the children and youth
in
home, school, church and community.
D. To provide a forum through which parents and
faculty
can communicate their values
and express their ideas regarding the
school.
E. To foster a caring Catholic community which
encourages
high standards of family life.
Article III- Authority
This association shall function under the guidance of the Pastor and
shall
be directly responsible to the School Advisory Board and
Principal.
The decision of the Pastor is final in all matters.
Article IV- Membership
Meetings shall be open to all members of the Incarnation Parish and
School
Community, such as parents, guardians, extended family members and
faculty/staff.
Article V- The Executive Board
The Executive Board shall be the President, Vice President,
Secretary,
Treasurer, Pastor and Principal.
The Officers of this Association shall be a President, Vice President,
Secretary
and Treasurer. The term of office shall be for two years.
Teachers and staff members must be
approved by the Principal and the Pastor for office consideration.
to hold office. The President and Treasurer shall not be members
of
the same household.
Attendance at all Incarnation Parish Home and School Association’s
school-site
activities
should be considered part of each officer’s responsibility.
A. President
1. Preside at all meetings of the organization and
Executive
Board.
2. Appoint the Chair of all permanent, standing, or
special
committees.
3. Serve as ex-officio as a member of all committees
except
the Nominations-Elections Committee.
4. Shall keep a Petty cash Fund of $100.00
B. Vice-President
1. Shall perform the duties of the President in
His/her
absence.
2. Plan and prepare the programs for the general
membership
meetings with the approval of the Executive Board.
C. Secretary
1. Record the proceedings of the general membership
meetings
and the Executive Board meetings.
2. Keep a copy of the Bylaws and Standing Rules
available
at all meetings.
D. Treasurer
1. Keep an accurate account of all receipts,
deposits,
and disbursements.
2. Submit a monthly financial statement to the
Pastor,
Prinicipal, and
Parish Finance Committee.
3. Submit a monthly statement at general membership
meeting.
Article VI- Election of Officers
A. The slate of officers shall be nominated by a
Nominating
Committee consisting of one representative of the faculty and two
parent
members appointed by the President with the consent of the Executive
Board.
Any member of the organization may submit names of the candidates to
the
Nominating Committee.
B. The Nominating Committee shall submit to the Pastor and
Principal
for
approval a complete slate of officers prior to submitting the
names
for election.
C. The slate of candidates shall be presented by the Nominating
Committee
at
the next to last general meeting of the school year. Election
will
take place by ballot at the final meeting of the school year. All
members
of the association are eligible for vote.
D. The officers shall be elected for a term of two years.
Article VIII- Committees
Committees will be formed on an as needed basis. Committee Chairs must
submit
all monies collected to the Treasurer, keep all receipts for
disbursements
and report to President throughout event.
Article X- Amendments
The constitution and By-Laws may be amended and must be approved by the
School
Advisory Board, Stewardship Council, Pastor and principal.
